Padmé I think partly got it, especially when she starts wondering if maybe they're on the wrong side - she knows things need to change. But she's also trying to keep up appearances so Anakin can still pretend to be an old-style Jedi, and she still technically lives at home (even if she does have a good reason). She seems torn - maybe just afraid of too much change at once?
