Pretty much the only thing bad you can say about Owen based on the movies is that he isn't always warm and fuzzy (well, who is?) and that his plans for Luke don't really match Luke's personality. But given his experience with Jedi, and knowing that he's probably trying to keep Luke from getting sucked into Jedi business, I have the greatest sympathy for that point of view. And really, it's not like he had to let Luke race his speeder through Beggar's Canyon if he didn't want to, so you could really look at him as almost indulgent.
