I think that's a fascinating extrapolation! It's hard to imagine the Russian Revolution and the USSR wouldn't have had some major effect (even if Russian wizards, like the British ones, later tried to downplay it and think of themselves as totally separate, honest). The blurb for Catherynne Valente's new book Deathless (Koschei in the Revolution) mentions Stalinist house-elves (presumably a different take on the folklore than JKR's, but still), so for the last few days I've been wondering what Potterverse Russia might be like - you have great timing :D
